electrical service entry and sub panel?

I did a home remodel and some new addition. Contract includes work on service entry. During inspection, city asked for a new sub panel. Contractor charged me extra fee for sub panel replacement. Isn’t sub panel work be covered by service entry quote? Any expert in this area?

I’ve been an electrical estimator and inspector for 20 years. I’ve also been an “expert witness” in construction claims lawsuits so I can give you a straight answer, No, a service entry replacement is simply a new cable (or wire in conduit, depending on the local code) and connection from the utility drop to the meter socket and then into the main breaker of the panel. It does not, by commonly accepted definition, include the panel itself. That would only be included if it was quoted specifically in the original contract (as in “service entry AND distribution panel”). So the extra charge is legitimate.

It is always a good idea to talk to your contractor in detail ahead of time to make sure you understand what work is included. Don’t be afraid to ask questions and don’t assume that specific things are included. In this case it is understandable that you misunderstood what a “service entry” includes, but that is not the contractor’s fault and you still owe them for the extra work.
